What is required for a civil wedding:
For Italian citizens:
A valid ID document.
For foreign citizens:
A valid passport;
A Certificate of No Impediment to Marriage (Nulla Osta) issued by the Consulate or Embassy of your country in Italy, clearly stating:
full name, place and date of birth, parents’ names, residence, nationality, and marital status.
The signature on the Nulla Osta must be legalized by the competent Prefecture, except for countries that are part of the Hague Convention (Oct 5, 1961).
For citizens of countries that signed the Munich Convention (Sep 5, 1980), a certificate of marital capacity is required.

What is required for a civil union:
The request for a civil union must be submitted jointly by two same-sex individuals of legal age to the Civil Registrar in a municipality of their choice.
The application, written on plain paper, must be submitted in person by both parties directly to the Civil Registrar by appointment. It cannot be sent by mail, fax, email/PEC, or proxy.
If one or both parties cannot appear in person due to illness or valid reasons, the Civil Registrar must go to the location where the person(s) are, provided it is within the territory of the competent Municipality. Otherwise, the request must be submitted to the relevant local office.
The application must specify:
The couple’s choice of property regime (joint or separate ownership);
Whether they choose a common surname (both must agree and it must be recorded in the official document).
For foreign nationals, a Nulla Osta for civil union issued by the competent foreign authority (typically their Consulate in Italy) is required.
When the request is submitted, the Civil Registrar will prepare a report indicating the date and time chosen by the couple for the official declaration of the union. This date must be no earlier than 15 days after the application is submitted.
Within those 15 days, the Civil Registrar will conduct legal checks on the couple’s declarations and verify the absence of legal impediments. Any changes must be requested formally by the applicants.
The civil union is formalized before the Civil Registrar. If either party fails to appear on the agreed date and time, the entire process is canceled and must start again from the beginning.
The declaration must be made in the presence of two witnesses (one for each party, communicated in advance to the Registrar), and the venue must be a municipal building.

What is required for a symbolic wedding:
Since it has no legal value, a symbolic ceremony can be held either in addition to a civil wedding, or entirely on its own (but only after filing the couple’s official signatures with the Municipality).
As for combining it with a religious wedding, since some symbolic rituals are of pagan origin, it is recommended to celebrate the church wedding first, followed by the symbolic ceremony at a separate venue.
In any case, to give full legal recognition to the union, the couple must follow the legal procedures required by Italian law to enter into a civil marriage.
